2007年病理实验室法案

(吉隆坡27日讯)国会一旦通过2007年病理化验室法案,公众必须经医生引荐才能前往化验室进行身体检验。

卫生部长拿督斯里蔡细历说,目前公众可自行到病理化验室或药剂行验血,唯法案一旦生效,化验室就不能再为自行上门的公众提供服务。

他说,私人诊所目前提供的一般身体检验,包括尿验、验孕和检验血糖等服务,将不受这项法令的约束,私人诊所仍然可以继续这些服务。

蔡细历是今午在下议院提呈2读2007年病理实验室法案后,在记者会上这么说。

他说,这项法案主要是为了监督和管制,国内病理化验室的专业操作,法案也规定所有新设立的化验室必须拥有营业执照、具有专业资格的医务人员,包括病理学专家、科研人员等。

“化验室聘用的员工一样必须具备病理专业资格,业者所采用的器材和化验程序也必须符合国际标准。”

他说,这项法案将确保化验室拥有一定的服务水平,为公众提供准确和可信任的化验结果,以保障病人的利益。

蔡细历说,我国目前共有200间私人病理化验室及90所附设在私人医院的化验室,法案一旦通过这些化验室将不受影响,但须在6个月内调整以符合法案需求。

“在法案生效后成立的病理化验室,就必须根据程序申请执照,无论是通过个人、合伙或公司方式经营,其中一名执业者都必须具备专业医务资格。”

我是在这行混的,所以感触特别深。
毕竟,我国目前并无任何有效法来案规定病理化验室不能直接接触病人,或在未经医生的推荐下,不许为大众提供健康检验服务。你也应该不难发现,现今的健康检验服务是乎过渡商业化了(有如百货市场的货物,有着一系列的削价竞价活动,以提高市场获益)、有点变相(有者销售药物/营养补助品来了),好像就为了赚钱而赚钱,把原有的意义、价值与专业统统都抛一边了...有时也很怀疑,到底此项服务的专业水准是否还在、还可靠可信吗(尤其检验结果)?

这个法案,在外国已执行很久了;而我国,这法案其实很早前就有医学相关单位/组织提出,只是没被认真处理和探讨罢了!如今是乎有了着落,在国会下议院2读。

本地病理化验室主要通过两个管道争取营利,即:一、直接接触病人(门市生意),二、通过私人诊所/医院。当然以门市生意的获利较为引诱人!

即我所知,多数医生通常都会排撤或抵制做门市生意的病理化验室,因为在他们的角度来看,此举是不合法的(在国外是,在我国可不是,因为我国的法律本就多漏洞可钻...),是项竞争(由于病人直接往验血中心做健康检验,诊所失去了提供这服务带来的利益...)!

所以一旦法案被通过,相信很多以门市生意为主的病理化验室将面对沉重的打击,门市生意做不成了,平时与诊所(医生)生意伙伴的关系和基础又不稳...尤其是规模较小的化验室,“由营转亏”的局面看来是难以避免的! 有趣的是不知道这些化验中心将如何应对即将来临的逆境...?
1.为再次投入医生的怀抱(市场),一场削价战将会爆发?
2.尽可能调整到卫生部的要求(聘请专业医务人员)?
3.暗地里为上门的无知病人/顾客进行健康检验,无视法案的存在?
4.接受残酷的现实,唯有结束营业?或
5.有其他更实际的方法/策略...?

Little Business Trick

28 June 07 night, after dinner, I & Fern went to Bintang Plaza (Miri) to have a movie, unfortunately, no nice movie and the time scheduled not allow us to do so, so we just hang up in Parkson, and proceed Giant Supermarket before going home. My mood suddently came, and suggest to buy a bottle of fruit sparkling juice, Fern agreed. We searhed through the racks, not many choices, the prices range between RM5.99 to RM6.99. Finally we select a Non-Alcoholic Red Grape Sparkling Juice.

At the casher counter, once the casher scanned the barcode, Huh? The price shown on the casher machine was RM11.99! After query, the casher told that the cheaper price is for May branded, the one whe selected was EVA branded and abit more expensive. Hmm, I can’t beleave I looked at the wrong price? After a while hesitated, we just GAH and get selected sparkling juice paid without further argue.

Later we returned to the racks, noticed that all other brands sparkling juices with price tags labelled on the racks, except EVA sparkling juice! Hmm, I dont know whether this is their business trick to confuse the customers with the price or else.....but I seem have been cheated! >$<

This incident reminds me on a similiar trick practiced by fruit hawkers at Petaling Street (Pasar Seni), which has been told by my eldest brother during my holiday trip in KL (pls refer to my previous post: KL Trip During Gawai Festival). You can easily see the hand writting price boards (a piece of hardboard) displayed along the fruit stalls, as below:

Try to step backward for few metres, and look at the price list above, what u see? Wow, 1KG of Lychee at RM3.00 only! You are wrong, it suppose to be 1KG = RM5.00, 500 g = RM3.00. Actually this tactic has been practiced at every where (normally at “pasar tani”, “pasar malam”...etc), just sometime we didnt notice and realize about it, until one day we come accross it. So, lady and gentleman, open ur eye widely......especially when come across to your admiring guy or girl...just kidding!

My Disappointment & Dissatisfactory – Pizza Hut Restaurant

Honestly I’m not a regular customer of Pizza Hut Restaurant, I visit the restaurant not more than 4 times, if not mistaken. I go there for meal just because of Fern likes to eat pizza...hihi

The restaurant just had the renovation works not long ago, and since that, they had set up 2 counters at the entrance (1 for dine in, 1 for dine out), the customers have to take an order before proceed to the table/seats (previously we have our seats prior to the ordering).

I won forget the 1st visit after the renovation works completed, it was a month ago. As we didn’t know the above changed, we direct proceed to table / seats as usual, and calling the server to take an order; we called for 3 times, but still no one come to serve us, even the table was left unclean. We were so frustrated & left the restaurant 15mins later.

A month later, it was on 17 June 07, we re-visit the restaurant. But seem nothing change, I still can see quite numbers of customers having the “?” with them and seem as doubt (blur) as we previously were at the entrance. Nothing wrong for them to have such update, because it has been successfully practiced at many other restaurants, the problem is there is no clear instruction or notice on the changed, some more the workflow seem messy and not in order.

At the table, we wait for so long for the meals. We understand that they need time to prepare the meals, but at least they can serve us the drinks 1st, as the customers at the next table who came after us have had their drinks already. Finally everything were on the table, hmm, the mushroom soup seem over boiled,it was smelly (as told by Fern, this is not the 1st time).

Tell u what? We ever ordered a plate of spaghetti with meat balls which were really hard, over cooked, and turn in dark color at one side! It happened before the restaurant has the renovation. Again, what the awful products & services have been provided?!!

My Conclusion

I’m quite upset and regretful that 2 of the worldwide known well fast food restaurants failed to provide quality services and products. As told earlier, the restaurants I mentioned about are one of the KFC and Pizza Hut franchises, which located in Miri Town, Sarawak.

What goes wrong? As we knew, they are franchise system based restaurants, no matter how many franchises (over hundred or thousand?) they have worldwide, there would be only single, unique, perfect, & standardized management system. But when adopted to franchise level at different area, state, or country, which manage by different management group, it might be presented in very different way...it may be excellent, good....., or poor!

So who should be blamed? For me, I won blame the host / hostess of the said restaurants, but the poor management/operating system (or more likely is management style?) at franchise level. Hope that they will emphasis more on the product & service quality to bring more joy & happiness to the customers. Is important for them to ensure that the documented QC and SOP has been strictly followed and practiced by all the staffs of all levels at all times.
I had dropped a complain at www.qsrbrands.com, hope to see their prompt improvement in term of product & service quality.

My Disappointment & Dissatisfactory – KFC Restaurant

Whenever I visit KFC restaurant, I’ll order Value Meal Set No 4, with hot spicy fried chicken; and whenever the server offers me the cutlery, I used to say “NO”, then he/she will remind me, it is pretty hot, better use the cutlery instead of hand! But I insist to have the meal with my hand.

Hmm, when I picked up the fried chicken, and tear off the surface layer, wow, the inner layer is “smoking” inside, it was really hot; I even can’t hold it with my hand, how can I put it into my mouth? They are right, I suppose listen to their advice. I’m regret and embarrassed because have been so headstrong.

Unfortunately, I rarely facing such awkward situation now, you know why? It is because when I tear off the surface layer of the fried chicken as usual, the inner layer becomes too good, it had quit from “smoking”, and learnt to be pretty cool...!!! (This happen to other products too, e.g. cheesy wedges, France fries...etc). Aren’t such products supposed to be served (or kept) in the hot condition? Sometime the fried chickens not even fresh, seem have been re-fried. What the awful product(s) has been served and where the standard/quality gone?

生气是拿他人之过错惩罚自己

“生气是拿他人过错来惩罚自己”是出自证严法师的静思语。还是学生的时候,它可是我自我情绪管理的有效工具!每当就要为某些不管小的还是大的事情要发怒,或心里不快时,只要这静思语飘过我脑海,我通常都能很好的控制着我的脾气和不满情绪。

然而,自从踏出校门,进入社会工作后,不知何故,渐渐淡忘了这句静思语,易怒易不满的情绪也慢慢随之而来并开始壮大!如今,偶尔还会想起它,但是乎没以往那么管用了,可能是环境的变迁、工作压力的关系吧?又或者自己修养还不够深吧?

人人都会生气,但却不多人知道自己生气的原因与理由!然后你会发现,往往我们生气是为了他人或他人的事,不是为了自己或自己的事(可能我们都是完美的,不然是太溺爱自己了?)。好笑吧,也很不智吧,但我们就是如此...喜欢拿他人的过错来惩罚自己,嘿~嘿~!

还记得,念理大的时候,理大佛学会曾几次邀请开照法师来讲课,他也曾提起这句静思语!就如开照法师所说的,生气是很不智的,是自欺欺人的!当他人冒犯你,做错事了,我们都会生气;你要不当着对方面前生气,要不在他人后面放马后炮,不然就在心里暗骂:“我恨你,狠你,恨死你...!”问题是被你骂,被你诅咒的人可能却毫不在意,豪不知情呀,仍然逍遥自在,并没少半根毛发;然而,你呢?会不会是越想就越气,越骂就越不甘心,结果气得睡不着觉,吃不下饭...到后来先衰先死的可能是自己呢!何苦啊?

“生气是拿他人过错来惩罚自己”。生气时,不妨将这句静思语多念几遍吧,或许会产生不错的效应,从此做个凡事心平气和,心胸开阔的人!要活得开心无烦恼,轻松无压力,情绪上的管理是必要,也试着让自己幽默起来吧!

培养阅读的嗜好, 改变阅读的习惯

阅读是一种值得去培养的好习惯,因为在各个领域都不断在研发、进步,变新的时代,想要不落伍,我们不得不随时随地的充实自己的知识。要得到最新的资讯,除了广播媒体(听 、视觉),阅读就是最佳的资讯来源!

然而,不是每个人都喜欢阅读;就算有阅读的嗜好,也不意味着就能握最新资讯, 因为选错了阅读的材料和类别 (如爱情小说、娱乐新闻、漫画...)。

我也是个不大爱阅读,或选错阅读材料的人!一向来我较常阅读武侠小说、恐怖书籍、侦探小说等,是属于较没建设性的读物。在朋友兼同事(Mr Andy)的影响下,我改变了我的阅读习惯,开始看些对日常生活与职业上有帮助的书籍,如:理财、经营、管理、经济、投资,激励等书籍。

刚开始时当然会觉得无法适从、沉闷、无取和难以消化!习惯之后,则越读越上瘾,就像看漫画一样。不久不久就去逛书店(Popular Book Store) 一趟, 看看有没有适合自己口味的新书。

要培养阅读的嗜好,或改变阅读的习惯,其实也不难,我是这样做的:
1) 先尝试内容深入浅出,较易理解的书籍,最好有一小段故事/ 寓言来带出一个道理、智慧,和思维等。习惯后就来本内容较深奥的书籍。
2) 阅读时间由短 (如每天15分钟)到长(适可而止啦!),又或阅读章数由短 (如每天一个章节)到长(适可而止哦!)

阅读的重点不在于你读完几本书,内容理解的多与少,而在于如何将所读、所学、所懂,和所掌握的知识、道理、和资讯在日常生活和事业上加以运用实践!唔,这也是我还在努力学习着的一门大学问!

KL Trip during Gawai Festival

29th May 2007 - LCCT

I & GF, Fern, depart from Miri Airport to LCCT at 22:25PM by Airasia Airline, arrived LCCT at around 00:45AM. So bad luck, don't know what is happening, wait for so long, but didn’t see all the Miri passengers' luggage in the Arrival Hall; even passengers from Kuching, which arrived at the same timing, have had their luggage and left the LCCT. Finally, luggage came out, but it was almost 1 hr later, at around 01:35AM. We were very sorry to Fern's friend, Chew & her BF, JiaRong, because they are waiting us at outside for that long...

JiaRong fetch us to his place at Sunway Garden with Chew's orange colored Savvy. Unfortunately, due to not obedient to the traffic light, has been stopped by a police car...after negotiation, he kindly "contribute" RM20 to the 2 poor policemen for supper...! hehe
After washing and everything, we 4 people slept on a single king size mattress (actually is combine of 2 mattresses)... ha-ha...so funny!

30th May 2007 – Genting Highland

Had breakfast (can consider as lunch) with Chew at around 11:30AM. Then she fetches us to Kelana Jaya Monorail Station, and accompanied us to KL Central. After bought the bus tickets to Genting Highland, we have a drink at MacDonald while awaiting the departure of bus at 13:30PM.
Arrived Genting Highland in a cable car at 15:00PM, direct proceed to the First World Hotel for room check in, but long Q, another 100 to reach our turn. Finally, we get to our room successfully after 45min. After settled all the luggage and bags, we went down to the Genting Theme Park counter and bought 2 tickets for the rides at the outdoor theme park.

We experienced the following rides:
1) Thrill Rides: Pirate Ship, Spinner, Cyclone, Flying Dragon, Grand Prix Fun Kart, Rolling Thunder Mine Train, Corkscrew, and Space Shot.
2) Family Rides: Dinosaurland, Monorail.

A bit disappointed, because I missed the Flying Coaster, which for me, it would be the most challenging and exciting ride. You know why? Just because Fern not willing to accompany for this ride, she is too scare and delay the time deliberately, till almost 21:45PM. When we proceed to the Flying Coaster counter, didn’t see even single human’s shadow there, except the casher and workers who control & monitor the ride, so have to give up and have supper at KFC b4 getting back to room for rest.

31st June 2007 – Genting Highland

10:15AM, we were very rush, because woke up late. After bought the Snow House entrance tickets (the time scheduled was 11:30AM), I brought Fern to visit & have a look in Genting Casino, as she never been here b4. Then we were rushing back to Snow House at 11:30AM. Limited time (45 min) given for each visitor to enjoy and taste the cool weather in the Snow House. Wows, very co0l inside, my ears almost frozen, turn into reddish, and quite painful…

12:15PM, check out from First World Hotel, and walked around in the First World Plaza, visit those stalls by people from China. Several kind of unique, creative, traditional, and artistic products (e.g. paper cutting, sewing, crystals, musical tools, magical products...etc) were displayed and sold here.

17:15PM back to Tune Hotel. After shower, went to Sungei Wang to meet my eldest brother who is attending course at Menara Maybank. We had Japanese foods as dinner at Tepayakki. Later went to Petaling Street on foot.


1st June 2007 – KLCC Book Festival ’07

10:30AM, we went to KLCC Book Festival ’07 to have a look and shop books.


2nd June 2007 – Sunway Lagoon

11:00AM, we went to KL Central by Monorail, then took Bus No 67 from a bus stop near by KL Central, Monorail station to Sunway Pyramid. We had our late breakfast (Nasi Lemak) in Sunway Pyramid before we proceed to Sunway Lagoon.

When we reached entrance of Sunway Lagoon, it was almost 12 noon, with hot weather! We choose the package (Amuse Park and Water Park) which cost us RM45 each. We first played at Amuse Park, and then proceed to Water Park, both are very exciting.

Unfortunately, I dropped my spectacle into the human-made “river”; I tried to look into the water immediately for my spectacle, and tried to search it out at the near by area, but failed.

I almost want to give out, but Fern suggest me walk along the river” for another round to try the luck. Finally found, but one glass was broken, I guess some one should had stepped on it, picked it up and putted it at the “river” bank. Hmmm, what to do, have to enjoy the rest with blur eye sight loh.


3rd June 2007 – Sungei Wang & Times Square

10:00AM, We check out from Tune Hotel, and get permission to leave the luggage in Tune Hotel store room prior go to Sungei Wang for shopping. As my spectacle was broken yesterday, with blur eye sight, I felt less confident, so quickly went to Optical House and made a new spectacle. It was a CyberWork branded spectacle, quite expensive, cost me RM238.00... >$<
Then we shopping in Sungei Wang and proceed to Time Square. Anyway just few clothes bought, all together (Mine & Fern one) not more than RM200.

KLCC Book Festival 2007

The huge Book Festival was held in Kuala Lumpur Convention Centre (KLCC). I had bought 2 entrance tickets earlier at Popular Book Store in Miri, it was RM2 per ticket.
10:30AM, 1 June (Fri), with the assist of my friend cum colleague, Mr Andy in KL, he fetch me and GF from Tune Hotel, Medan Tuanku to the Book Exhibition Hall (KLCC),with his silver colored VIOS. We only have time to look at the China Section, it really plenty of Chinese books of different categories at reasonable and compatible price. Of course we only search the books of Business, Management, financial, Motivation categories. Finally, all together 10 books (as listed below) bought! You won believe, it only cost me RM216.70. Very cheap and worth, right?

"Use Your Brain to Think" vs "Stupid"

Some people may thought that they are superior and smarter than other, they like to say: “Use your brain to think please!”, which sound like trying to scold people: “Stupid!”; sometime they even direct use the word “Stupid!”.
Hmm....just wanna clarify and sharing with u all, as I understood:
1. A died human, a syndrome down patient has a brain too, but dont think they can use their brain to think!
2. There is no stupid human in the world, but only those human who like to behaved liked an IDIOT.
3. A drunk human: “Im not drunk, u drunk!”
A mad human: “Im not mad, u mad!”
A stupid human: “...... , ......!” What u think a stupid human will says???
Last time I hate it when heard it, but now I have no more feeling on it, Im immuned! I would like to advice those “Superior” and “Smart
people to use their IQ & EQ to think and analyze things, instead of their brain.
